The other Adjara, an hour from the sea

Behind Batumi the land rises quickly into the mountains of upper Adjara: the municipalities of Keda, Shuakhevi and Khulo, with wooden villages, wine cellars, waterfalls and, at the top, the Goderdzi ski resort. Some buyers dream of a house there, either as a summer escape from the humid coast or as a guesthouse for visitors. It can work, but it is a very different purchase from a flat in a Batumi tower.

This guide covers the region, the roads, the small and mostly agricultural property market, the legal points a foreigner has to watch, landslides and utilities, and what a realistic purchase looks like. The rules on land are explained in full in our guide to buying land as a foreigner; here we only summarise what matters in the mountains.

Keda, Shuakhevi and Khulo

The three mountain municipalities are losing people. According to the 2024 census, also used on the official Visit Ajara portal, they had 42,143 residents together, by our sum, down 23.6% from 55,131 in 2014, while Batumi grew by more than half.

Shuakhevi11,10415,04465 km588 km²
Khulo16,34223,32785 km710 km²

Keda, the closest, is the old heart of Adjarian winemaking; Visit Batumi lists family cellars in villages such as Vaio, Dandalo and Gegelidzeebi, making Tsolikauri and Chkhaveri. Khulo, the highest, includes Goderdzi and the summer resort of Beshumi. Hourly buses leave the old Batumi bus station on Mayakovsky Street for all three, for about GEL 3 to 5, and Visit Ajara puts a village guesthouse at about GEL 50 a night with three meals.

Roads and winter access

The road from Batumi into the mountains follows the Adjaristsqali valley towards Khulo and then climbs over the Goderdzi Pass to Akhaltsikhe. Its upper part, the Khulo to Zarzma road, has been under reconstruction for years. On 21 June 2026 the Adjara government said the project was in its final stage, with 41 of its 47 km asphalted and retaining walls and slope stabilisation under way in landslide-prone sections.

Winter is the real test. On 19 January 2026, after heavy snow, the Roads Department closed the Goderdzi to Utkisubani section to all traffic and allowed only off-road vehicles on the section from km 50 to km 103, according to Georgia Today. Higher villages can be cut off for days. If you plan to use a house in winter, look for one on the main road below the snow line, or budget for a four-wheel-drive car.

Goderdzi and the mountain resorts

Goderdzi is one of Georgia's state-run ski resorts. The national tourism administration lists a base at 2,027 m, a top station at 2,364 m, about 8 km of runs served by a gondola and a chairlift, and average snow of 3 to 4 m, up to 6 to 7 m. It puts the resort about 109 km from Batumi; the resort's own information site says 120 km. In the 2025 to 2026 season skiing began on 28 December, and the adult day pass cost from GEL 30.

The Adjara government plans a bus station, a fair and exhibition space and a depot for snow-clearing equipment at the resort. Visit Ajara lists two smaller resorts: Beshumi in Khulo, a summer settlement at 1,850 to 2,000 m with a minibus from Batumi in season, and Gomarduli in Shuakhevi. Note that Bakhmaro, often mentioned with them, is in Guria, not Adjara. For winter letting figures in Georgia's ski resorts, see our guide to ski resort rental income.

A small and thin market

The mountain property market is tiny compared with Batumi's. On 28 October 2026, ss.ge, Georgia's largest property portal, listed the following under the main mountain locations:

Houses and land for sale in mountain Adjara ss.ge, asking prices, 28 October 2026
Location on ss.geHousesLand plotsExample asking prices
Keda1745House of 76 m² for USD 63,000; land about USD 23 to 150 per m²
Shuakhevi10Old house of 159 m² on 3,900 m² of agricultural land, USD 27,500
Khulo012From 4,703 m² for USD 15,000 to 8,000 m² of agricultural land near the pass for USD 1,360,000

Eight villages we checked near Goderdzi and Makhuntseti had no houses listed at all. The same plot is often posted several times under different village names, so count properties, not ads. Most village houses probably change hands through neighbours and local contacts; that is our reading, not a published figure. At Goderdzi itself, the realistic purchase is a studio in an aparthotel building, such as the 88-flat block completed next to a lift in 2022; we found no reliable current resale prices.

Three rules decide whether a foreigner can buy a particular mountain property.

  • Agricultural land: most mountain plots whose category is stated on ss.ge are agricultural, and agricultural land is reserved for Georgian citizens. A village house often stands on a homestead plot that counts as agricultural. A foreigner can buy only if the category is changed first; see our guide to agricultural land and foreigners.
  • National parks: under the Law on the System of Protected Areas, the State is the sole owner of national parks, and protected areas may not be alienated. Mtirala, Machakhela and Kintrishi lie in or near this area. A plot offered as "inside the park" is a warning sign.
  • New registrations: free systematic land registration ended on 1 January 2026, after more than 2 million parcels were registered in 59 municipalities. DFWatch has reported that the method of neighbours confirming each other's ownership led to fraud and overlapping boundaries, including private titles in forests and protected areas.

Before buying, check the Public Registry extract, the cadastral drawing against the fences and the neighbours, and whether the house has a building permit. Permits are issued by the municipal city hall, and Transparency International Georgia has documented village houses built first and permitted years later. Our guide to reading a registry extract explains what to look for.

The law on high-mountain regions covers mountainous Adjara whatever the altitude, and residents get tax relief and help with electricity bills. These benefits require Georgian citizenship, so a foreign owner does not receive them.

Landslides and storms

The steep, wet slopes of upper Adjara move. A National Environment Agency document, made public through a court case, places 129 settlements in Adjara in high-risk landslide zones and 110 in medium-risk zones, according to Sakartvelos Ambebi. In February 2024 storms killed 2 people in Khulo and Keda, more than 90 households were evacuated in the three municipalities, and 27 schools closed for a time. On 6 March 2026 the Adjara government allocated more than GEL 3 million to repair the homes of 256 families hit by disasters and fires across six municipalities, including Keda, Shuakhevi and Khulo.

Ask the municipality and the neighbours about past slides before buying, look for cracks, tilted fences and fresh retaining walls, and consider a geological survey of the plot. A house on a stable terrace near the main road is worth more than a cheaper one on a slope above it.

Gas, water, internet and services

Utilities in mountain villages are not a given. In August 2025 the Adjara government said the gas network had reached about 12,000 subscribers in its first stage, with 15,200 more households planned. Nationally, fixed internet reached 2,571 of 3,385 villages in 2024, according to the Communications Commission, and the Public Defender found patchy connections in Khulo villages in July 2025. An EU-funded rural water project ran from 2018 to 2024 in five Adjara municipalities; many village houses still depend on springs.

Ask the seller for recent gas, electricity and water bills, test the mobile signal and the internet speed in the house itself, and check how far the nearest school and clinic are. A new school for up to 120 pupils is being built in Danisparauli, near Goderdzi. For anything serious, the hospitals are in Batumi.

Can a mountain house earn money?

Some owners run guesthouses, and the state supports small rural businesses. The Rural Development Agency's programme for mountain settlements has co-financed family hotels, wineries and restaurants with GEL 30,000 to 100,000 per project, up to 50% of the cost, according to CBW; we could not confirm whether foreigners can apply. One Goderdzi hotel told BM.ge in 2025 that about 95% of its summer guests were Georgian and that occupancy averaged 40 to 50% in summer. Demand is real but seasonal, and the road decides how many guests reach you. Our guide to choosing a house or an apartment compares the running costs.
