Where are flats cheapest in Tbilisi?
We sampled every kind of flat for sale in 17 lower-priced areas of Tbilisi on ss.ge on 22 October 2026, with Saburtalo and Vake for contrast: 1,235 ads after removing duplicates and misfiled entries. The table is sorted by median asking price per square metre. Areas are the portal's own sections, which do not always match official districts.

| Vake, for contrast | 2,696 | 320,000 | 117 m² | 1% | 4,025 |
Samples hold 23 to 79 sale ads per area. Zahesi (23) and Orkhevi (31) are thin, and the Lilo rent figure rests on few distinct flats, so treat those three cautiously.
How was the sample built?
For each area we read the first five pages of ss.ge's flats for sale and for rent, newest first, up to 80 ads each. We dropped duplicate ads, flats under 20 m², zero prices and sale prices so low that they were clearly rents or prices per square metre posted by mistake. ss.ge converts lari to dollars at about GEL 2.60, close to the National Bank's official GEL 2.5976 on that day. These are asking prices, not sale prices, and agencies that repost often are over-represented.
The official figures point the same way. In July 2026 Galt & Taggart's averages for new flats were lowest in Vashlijvari (USD 1,094 per m²), Gldani (1,146), Didi Dighomi (1,148) and Samgori (1,178), against 1,426 for the city, and Geostat's district medians for new flats in the second quarter were lowest in Samgori and Gldani. Portal medians run higher than Galt & Taggart's because they include renovated and furnished flats, while the bank measures bare developer sales, so never mix the two in one calculation. For the full set of zones, see our neighbourhoods comparison.
Why are these areas cheap?
Cheap comes in two kinds. The very cheapest areas per square metre, Lilo, Afrika, Zahesi and Orkhevi, are small outer settlements dominated by old buildings: sellers tagged 96% of Orkhevi's ads and 90% of Afrika's as old construction. They lie 10 to 15 km from Freedom Square and 4.4 to 9.6 km from the nearest metro station by our measurement, and Lilo, Afrika and Orkhevi are 3 to 5 km from the airport.
The large cheap markets are different. Vazisubani, Temka, Varketili, Sanzona, Didi Dighomi, Mukhiani and Gldani all sit within a narrow band of USD 1,287 to 1,425 per m², and each has more than 1,000 ads. Some are Soviet estates with a metro line, such as Varketili and Gldani; others, like Didi Dighomi and Vashlijvari, are new-build suburbs where about 90% of ads are for post-Soviet buildings, cheap because of distance and the volume of new supply. The ss.ge "Isani" section is not cheap, at USD 1,690, because it is full of new towers near Isani metro; the cheaper flats of Isani district appear in the Vazisubani section.
What does a given budget buy?
| Area | USD 75,000 buys about | USD 100,000 buys about | Ads at or under USD 75,000 | Ads at or under USD 100,000 |
|---|---|---|---|---|
| Afrika | 64 m² | 86 m² | 87% | 98% |
| Lilo | 72 m² | 97 m² | 52% | 86% |
| Varketili | 55 m² | 73 m² | 37% | 79% |
| Dighomi 1-9 | 59 m² | 78 m² | 27% | 75% |
| Didi Dighomi | 53 m² | 71 m² | 24% | 73% |
| Mukhiani | 53 m² | 70 m² | 27% | 67% |
| Gldani | 53 m² | 70 m² | 18% | 61% |
| Saburtalo | 39 m² | 52 m² | 1% | 10% |
| Vake | 28 m² | 37 m² | 1% | 3% |
By our arithmetic, USD 75,000 buys about 53 to 59 m² at the median rate in the large cheap markets, a typical two-room flat, against 39 m² in Saburtalo and 28 m² in Vake. USD 50,000 is a fringe budget: only Afrika (40% of ads), Orkhevi (35%) and Lilo (21%) offer it regularly, mostly for 34 to 37 m² in old blocks. Real offers differ from the median because small studios ask more per square metre and large old flats less.
Old block, new building or off-plan?
In every area with enough ads, flats in new buildings asked more than those in old ones, from about 5% more in Sanzona to 14% in Varketili and Vazisubani, 28% in Gldani and 41% in Avchala. Part of that gap is size: old flats in the sample were larger, for example a median of 81 m² against 58 m² for new ones in Gldani, and larger flats ask less per square metre. For the city as a whole, Galt & Taggart's July 2026 figures show resale flats in buildings permitted from 2013 at USD 1,372 per m² and older stock at USD 1,280.
The lowest prices of all are for flats still being built. Off-plan asks had medians of USD 750 per m² in Vazisubani, 950 in Avchala and 979 in Didi Dighomi, but they carry the risk that the building is late or never finished. Unfinished flats in black, white or green frame made up about a third of ads in Vazisubani and Dighomi 1-9, so a low price there often means a shell that still needs finishing. Before you pay a deposit, run the project through our developer checklist.
How low can the price go?
For an ordinary, registered flat, the floor in our sample was about USD 27,000 to 40,000, for a studio or one-room flat of 20 to 37 m². The cheapest was a 24 m² flat on the 6th of 8 floors in Zahesi at USD 27,000; others included a 25 m² flat in Afrika at USD 31,000 and a 35 m² flat on the Kakheti Highway in Lilo at USD 35,000. Seven of the ten cheapest ads were in Zahesi, Afrika and Lilo.
Sorting all of Tbilisi by price on a portal gives misleading results. The cheapest entries are rents posted as sales and developers' prices per square metre, then attics, cellars, semi-basements, converted garages and shares in unfinished projects. We excluded, for example, a "flat" that was a garage converted on paper, a semi-basement, a unit occupied by third parties and an ad that turned out to be outside the city. Never take "flats from USD X" at face value.
Do cheap areas give a better rental return?
Less than you might think. Median monthly rents in the large cheap markets ran from GEL 1,100 in Temka to GEL 1,500 in Varketili, against GEL 2,340 in Saburtalo and GEL 4,025 in Vake. Comparing rent per square metre with price per square metre, the gross asking yield in those markets was about 7.2 to 8.3%, against 7.5% in Saburtalo and 6.2% in Vake by our calculation: only about half a point to one point more than Saburtalo. That is lower than the 8.7 to 10.4% that Galt & Taggart's zone averages suggest, because its prices are for unfinished flats.
The rental market is also thin in the smallest areas. Rent ads outnumbered sale ads in big markets such as Gldani (5,547 against 3,391) and Nadzaladevi, but not in Lilo, Orkhevi or Afrika. A cheap flat that is hard to let or resell is not cheap in the end. Compare the numbers with our rents by district page.
What are the trade-offs area by area?
- Varketili: 1980s blocks and new towers at the end of Line 1; the station's repairs are suspended until at least the end of 2026.
- Gldani and Mukhiani: a deep rental market and one metro station; the Gldanula river flooded in May 2026.
- Didi Dighomi: new buildings and space, but about 3.8 km from the nearest metro until the planned tram is built.
- Vazisubani: the cheapest large market per square metre, with many unfinished and off-plan flats and no metro station of its own.
- Temka and Sanzona: old blocks near Line 1 stations, with new towers going up.
- Lilo, Afrika and Orkhevi: the lowest prices, but far from the centre, near the airport and industrial land, with a thin rental market.
We found no flood, landslide or aircraft-noise data at area level for most of these places, so visit, ask neighbours and check the building and plot before buying.
