Occupancy rate: sold nights divided by open nights

Occupancy rate (დატვირთვა in Georgian statistics) is the percentage of the room-nights, bed-nights or flat-nights open for sale in a period that guests actually occupied.

We found no Georgian law that defines occupancy for a private owner. The closest official definition is Geostat's annual hotel questionnaire No 05.5.6.1, approved by Geostat Board Resolution No 4 of 19 February 2019. The form cites Art. 24(2) of the Law on Official Statistics as it stood then; under the current law of 2023, Geostat may request data (Art. 24(2)) and a business in the Registry of Entrepreneurs must answer a written request (Art. 25(2)). Ignoring it is an offence under Art. 177-12 of the Administrative Offences Code: a warning first, then a GEL 200 fine if still unmet a month later. Its Table 3 divides occupied room-days by available room-days, and does the same for bed places.

Unlike a plain calendar count, Geostat counts only the days a hotel was ready to receive guests, so a hotel shut all winter is not marked down for its closed months; Eurostat's "net occupancy rate" removes seasonal and temporary closures the same way. Georgia collects the number without printing it in its annual release, so every occupancy percentage a buyer meets here comes from a bank, a data firm, a platform or a seller. For a nightly let the formula is nights booked divided by nights available, times 100; for a monthly let, months let divided by 12.

Inside Geostat's hotel questionnaire

The form covers NACE classes 55.10.1, 55.10.2, 55.20.0 and 55.30.0; class 55.20.0, holiday and other short-stay accommodation, includes "visitor flats". Returns for the previous year are due by 21 May, or by 15 June for seasonal hotels.

Row 1 drives the rest. A working day is one "when the hotel was ready to receive a guest, regardless of whether it actually had guests or not". A hotel open all year with 40 guestless days enters 365; one open from June to August enters 92. The instructions illustrate row 6 with a hotel that works 90 days with 75 rooms and adds 25 rooms for the last 30, giving 7,500 available room-days; a separate illustration for row 7 reaches 6,750 occupied room-days. Combined by us, the two would make row 8 read 90%.

One word, six definitions of an available night

The disputes are over the bottom of the fraction and the sample.

For Batumi from September 2025 to August 2026, Airbtics prints a 54% median across 3,647 listings and AirROI a 35.5% average. Our page on Batumi occupancy by month explains why trackers part ways, and Airbnb in Tbilisi compares three for the capital. A percentage without its denominator and sample is not yet a fact about a flat.

From occupancy to money: ADR and RevPAR

The average daily rate (ADR) is room revenue divided by nights sold. Revenue per available room (RevPAR) is room revenue divided by nights available, or ADR times occupancy. A flat filled 40% of the time at USD 60 earns USD 24 per available night, the same as one filled 60% of the time at USD 40. Galt & Taggart publishes both inputs for selected hotels in each city.

July74%9183%131
August73%8591%144
September73%8974%111
First 9 months60%8567%103

By our arithmetic on the nine months shown, Batumi's August earns about USD 131.0 per available room-night and its February about USD 35.7, a ratio of about 3.7. Tbilisi's July gives about USD 67.3 and its February USD 31.2, a ratio near 2.2. In Batumi occupancy and price rise together, so revenue swings more than either. Demand matches: Geostat's count of visits to Adjara in the third quarter of 2025 was about 4.2 times the first quarter's, Tbilisi's about 2.0 times.

These are hotels, and the bank's sample changes between editions; for flats it publishes AirDNA nights booked and ADR, not occupancy. Yield follows under gross yield and net yield.

Official numbers: collected by Geostat, promised by GNTA

Geostat's "Information on hotels and hotel type enterprises 2025", released on 26 August 2026, counts 2,783 hotels and hotel-type enterprises, 54,340 rooms and 6.2 million guests. Rows 5 and 8 of the questionnaire do not appear, and we could not confirm that Geostat releases them elsewhere. So Georgia publishes no official occupancy rate, although Geostat collects one; our guide to tourism statistics and rental demand uses the bank figures that fill the gap.

BM.ge reported on 6 May 2026 that the Georgian National Tourism Administration had ordered a national accommodation study to "measure key tourism indicators such as occupancy rates, average daily rates (ADR), and revenue per available room (RevPAR)", including short-term rentals on Airbnb and Booking.com. IPM Market Intelligence Caucasus LLC was hired for GEL 370,157 including VAT, with work due by November 2026. We could not confirm when results will be published.

How occupancy is printed: dashboards, reports and offers

  • Airbnb host dashboard: "Occupancy and rates" shows "Occupancy rate", "Nightly rate", "Nights booked", "Nights blocked", "Unbooked nights", "Length of stay" and "Cancellation rate". Ask a seller for this screen.
  • Bank research: Galt & Taggart's hotel charts note "Figures may vary from earlier editions due to updated sample". TBC Capital tracks branded hotels: 51% and ADR USD 129 in Georgia in the first quarter of 2026.
  • Data-firm pages: "Occupancy rate" sits beside "Average daily rate" and "Annual revenue"; note the date, window, median or average, and listing count.
  • Developer brochures: occupancy appears as a projection feeding "ROI". Petra Group claims 85% to 95% in January and February in Gudauri; a Pontus advertorial marked "(Ad)" quoted STR Global 2023 figures for Batumi of 66% for branded hotels and 45% for Airbnb.
  • Rental-pool reports: owner income is often pool revenue times the owner's share; we found no Georgian pool that publishes its occupancy formula.
  • Sale listings and leases: the ss.ge and myhome.ge sale listings checked in our earlier research have no occupancy field. A lease has none either; the owner counts months let, the "empty months" input of our rental yield calculator.

Worked example: the same guests, three different percentages

Published cases show how far the bottom line moves the figure; the arithmetic is ours.

  1. Geostat's example figures. The 6,750 occupied room-days of the instructions over their 7,500 available give 90%. Over 100 rooms for 365 days, or 36,500 room-days, the same stays give 18.5%: one figure describes the season, the other the year.
  2. A flat on AirDNA. Its example listing had 342 available days and 165 nights booked, 48%. Over all 365 nights the same bookings make 45.2%.
  3. Percentage to income. International Investment's Batumi studio at USD 34 a night and 31% occupancy earns 34 x 0.31 x 365, or USD 3,847 gross a year. Airbtics' Batumi median of 54% at USD 46 gives about USD 9,067.

Airbtics' 54% is a median of listings that stayed active, so it describes the typical working listing, not the typical flat. Test yours in the Airbnb income calculator and see how they move the payback period.

Savills found in 2023, in international data, that a rental programme often runs about 20 percentage points below the hotel in its building. In 2024, 47% of international tourists in Adjara stayed in hotels and 53% in apartments, Galt & Taggart found.

Official Georgian texts use დატვირთვა, as in Geostat's "სასტუმროს ოთახების დატვირთვის მაჩვენებელი"; a Georgian management agreement that mentions occupancy should use that form and state its formula.

Warning signs in an occupancy figure

  • No denominator. "80% occupancy" without open nights, calendar nights or season stated compares with nothing.
  • Peak months sold as the year. 85% to 95% in January and February describes a ski season.
  • Hotel data beside a flat. A rental programme can trail its hotel by about 20 points (Savills, international).
  • An old year. The Pontus advertorial cited 2023 data in April 2025, and Batumi's short-let supply grew 45.36% in 2025 (Airbtics).
  • Blocked nights hidden. A screenshot without "Nights blocked" can hide months taken off the market.

To be added by the team: images for the team to add: a screenshot of an Airbnb "Occupancy and rates" screen, shared with the host's written consent, with "Nights blocked" visible and the listing name hidden; a crop of Table 3 of Geostat's Georgian questionnaire; and a developer brochure page that states an occupancy figure, with the developer's name removed.

Checking an occupancy figure before you rely on it

  1. Ask for the formula

Open nights or the full calendar.

  2. Ask for the months

A full 12 months, not the season.

  3. Get the dashboard

    With nights blocked shown.

  4. Check the source type

Hotel sample, data firm or one flat.

  5. Multiply by the rate

    Occupancy times ADR.

  6. Run your own case

Use a lower figure in the calculator.

Frequently asked questions

Nights booked divided by nights available, times 100.

Does Georgia publish an official occupancy rate?

No. Geostat collects it from hotels, but its 2025 release does not print it.

Do closed days count in Geostat's figure?

No. Only days when the hotel was ready for guests count.

Why do AirDNA and AirROI differ?

AirDNA leaves owner-blocked nights out; AirROI counts them as unbooked.

What occupancy does a Batumi short-stay flat reach?

For September 2025 to August 2026, 54% on Airbtics (median) and 35.5% on AirROI (average).

How does occupancy turn into income?

Multiply it by the average daily rate and by the nights the flat is open.

Can bed occupancy exceed 100%?

Yes, under Eurostat's method, when extra beds are used.
