Total area: the one number the registry keeps for a flat

Total area (საერთო ფართი) is the single area figure registered for a flat or other building unit in Georgia: the floor surface between the unit's enclosing walls, without walls, columns, shafts and internal stairs, but with its loggias, balconies, terraces and verandas.

Two texts set it. The measuring rule is Art. 2(7) of the Rules approved by Government Resolution No 315, adopted on 3 October 2024 and applied from 1 January 2025. It defines a unit's used area (გამოყენებული ფართობი), measured "between its enclosing walls" on the surface of the main floor structure, "excluding the area of existing walls and columns", with summer areas added where they exist. The registration rule is the Instruction on the Public Registry, Order No 487. In its 2019 text, Art. 16(1) registered a unit with an internal measurement drawing according to "its total area" (საერთო ფართი), residential and non-residential space alike. Order No 993 of 26 March 2024 rewrote Art. 16(1), which now rests registration on the title document and the construction documentation, then on the commissioning document; Art. 16(5) still speaks of a building's total registration area (საერთო სარეგისტრაციო ფართობი).

The same words mean something narrower in Russia: according to Consultant Plus summaries of Art. 15(5) of the Russian Housing Code, balconies, loggias, verandas and terraces stay outside a dwelling's общая площадь. Georgia counts them at 100%, so the two figures for one flat will not match.

Applications filed before 1 January 2025 are decided under the old rules (Res. Arts. 2 and 3), so an older registration may rest on another method. We found no licence requirement for whoever prepares the drawing, and matsne listed no amendment to Res. 315 on 28 October 2026. The balcony share is explained under loggia and balcony.

When the drawing and the old papers disagree

A new drawing can meet an older figure: the title document, the existing registry entry or a Soviet-era archive card. Order No 487 decides which wins.

  • Art. 16(1): ownership of a building or unit is registered on the title document and the construction documentation, and once built on the commissioning document. Until Order No 993 of 2024, this paragraph registered a unit with a measurement drawing by the drawing's total area.
  • Art. 16(6): if the cadastral drawing shows a larger or smaller area than the title document, the registry record or the archive card, registration follows the drawing only with the consent of the co-owners or association members, unless the unit is a single integrated isolated space.
  • Art. 16(5): where the archive and the title documents disagree on the total area of a multi-unit building, its total registration area (საერთო სარეგისტრაციო ფართობი) is set on the owners' joint application.

Consent matters because each owner's share in the building is worked out from registered areas, so one flat's gain shifts the others; how the isolated-space exception applies to a given flat is a question for a lawyer. If Soviet practice left balconies out, as Russian law does, an archive card would show less than a new drawing, but we could not confirm the Georgian SSR rules or find a sample card.

What the registered figure decides

Several rules use the figure as their base:

  • Association shares: each owner's share is the unit's own area divided by the total area of all units (Law on Homeowners' Associations Art. 5(3)), and common costs follow that share (Art. 7(3)). Balconies therefore carry service charges too.
  • Market prices: prices per m² are quoted on total area. Galt & Taggart's July 2026 averages were USD 1,280 for older stock, USD 1,372 for newer resale flats and USD 1,426 for new white-frame flats, as our guide to Soviet blocks and new buildings reports.
  • Short-stay fixed tax: the base is the area intended for short-term letting, at GEL 10 per m² a month (Tax Code Art. 309(26)), a regime extended to 1 January 2028. We could not confirm whether balconies count.
  • Delivery of a new flat: a shortfall against the agreed area counts as a defect under Civil Code Art. 488(2), unless it cannot significantly affect performance; the remedies are in our handover checklist.

Geostat's household energy survey measures dwellings in a similar way: all rooms and auxiliary spaces plus terraces, verandas and indoor and outdoor balconies, but not stairwells, lift halls or common corridors.

Total area on the drawing, the extract and a listing

The internal measurement drawing (შიდა აზომვითი ნახაზი) produces the figure. Under Res. 315 Art. 2(3) it carries the cadastral codes, address, function (residential or non-residential), category, condition, storey and unit numbers, dimensions, date and signature. Condition is მშენებარე (under construction), აშენებული (built) or დანგრეული (demolished). Page 1 places the unit on the cadastral plan, page 2 carries the unit's own drawing, room by room, with balcony and loggia polygons and the total, and a marking of the unit on the storey plan is attached (Art. 3(1) and (2)). Any part without construction documents, a commissioning document or a legalisation act, or otherwise not lawful, must be marked (Art. 3(4)).

Other papers show less:

  • Public Registry extract: one area figure for the unit, beside its ownership form, purpose, floor, entrance and flat number (Order 487 Art. 6(4)(დ)), with no living-area figure and no balcony split.
  • Cadastral measurement drawing (საკადასტრო აზომვითი ნახაზი): for the land and the building footprint; a mismatch with older papers triggers Art. 16(6).
  • Developer contract: a design area at signing and a measured one at handover; see our guide to the developer contract.
  • ss.ge listing: the field reads "საერთო ფართი" in Georgian and "Total area" in English, for example 59 m² in listing 36888650 and 310 m² in commercial listing 37043112. The seller enters it unverified, and the price per m² shown is the price divided by it, across 91,052 Tbilisi flat-for-sale ads on 28 October 2026.

Worked example: how far the tolerance can move the figure

An illustrative case with our arithmetic: a new flat drawn as one 7 x 10 m space, 70.00 m², priced at USD 1,426 per m² of measured total area, with re-measurement at handover.

The same room within the Res. 315 tolerance our arithmetic; tolerance from Res. 315 Art. 2(2); price per m² from Galt & Taggart, July 2026
CaseSidesAreaPrice at USD 1,426 per m²
Design figure7.00 x 10.00 m70.00 m²USD 99,820
Both sides 5 cm long, still within tolerance7.05 x 10.05 m70.85 m²USD 101,032

Each side is within 0.05 m, the limit for sides up to 10 m, yet the area moves by about 0.85 m² and the price by about USD 1,212. Two lawful drawings of one flat can differ, so the contract should name one method, one tolerance and a price adjustment in both directions.

The accepted figure then sets the owner's association share for as long as the flat is owned.

Easily confused: five other area figures

Total area and the figures it is mistaken for Res. No 315; Res. No 255; Tbilisi rules No 14-39; Geostat
FigureWhat it measuresUsed for
Total area (საერთო ფართი)The unit between its walls, summer areas in fullRegistration, price, association share
Living area (საცხოვრებელი ფართი)Living rooms only, or residential use as a categoryNot recorded by the registry
K-2 floor areaAll storeys of a building; in Tbilisi balconies at 1/3, partial storeys at 1/2, attics over 1.6 m at 3/4Density limits and the permit fee
Building area (შენობის ფართობი)To the outer edge of the load-bearing floor structure, without the balcony (Res. 255 Art. 5(2)(გ))Setting the permit class
Heated areaThe part warmed in winterGeostat energy statistics

The developer's permit fee, capped at GEL 10 per m² of K-2 area (Law on Local Fees Art. 6(2)), is unrelated to your flat's registered size. In winter, by Geostat's count, 36.4% of households keep just 16 to 30 m² warm, so a large total area is not a large warm area. A contract may also price a "saleable" or design area, so it must say which figure it means. The rooms-only meaning is covered in the entry on living area, and the K-2 ratio in our guide to construction permits.

In a Georgian contract or listing, look for "საერთო ფართი", the label ss.ge also uses for its Total area field.

Where buyers go wrong with total area

  • Reading a listing figure as registered. On ss.ge the seller types it in; compare it with the extract.
  • Assuming total means indoor. In Georgia balconies, loggias and terraces are inside the figure.
  • Comparing with a Russian or Soviet figure. Those may leave balconies out, so the numbers will not match.
  • Ignoring the date of the drawing. Figures from before 1 January 2025 may follow the old rules.
  • Signing without a measuring clause. Without one method and tolerance, a lawful re-measurement can still move the price.
  • Forgetting the running costs. A larger registered area means a larger association share.

To be added by the team: scans to add: page 2 of an internal measurement drawing showing room areas and the total, the area line of a Public Registry extract for the same flat, and an ss.ge listing with its Total area field circled. Black out names, personal numbers and cadastral codes.

How to verify a flat's total area

  1. Read the extract

Note the registered area and the date of registration.

  2. Get the drawing

Ask for the internal measurement drawing behind it.

  3. Add up the rooms

Check that rooms and summer areas add up to the total.

  4. Compare the listing

Set the advertised figure against the registered one.

  5. Fix the method

Name the method, tolerance and price adjustment in the contract.

  6. Re-measure at handover

Compare the new drawing with the design area.

Frequently asked questions

What is total area in Georgia?

The single area registered for a unit: floor space between its walls, plus loggias, balconies, terraces and verandas.

Are walls included in total area?

No. Walls, columns, shafts and internal stairs are left out under Res. 315.

Does total area include the balcony?

Yes, in full, since 1 January 2025.

How accurate must the measurement be?

Within 0.05 m on sides up to 10 m, with areas rounded to 0.01 m².

Does the extract show living area?

No. It shows one area figure for the unit.

What if a new drawing differs from the old papers?

Under Order 487 Art. 16(6), the drawing prevails only with co-owners' or association consent, unless the unit is a single isolated space.

Is the ss.ge Total area verified?

No. The seller enters it; check it against the extract.

Does total area affect association fees?

Yes. Each owner's share is own area divided by the area of all units.
