What does it cost per m² to finish a white frame flat?

No official body publishes a renovation price in Georgia. What exists are the price lists firms put on their own websites, two official price indices and asking prices for flats sold in different frames. This page sets them side by side, each with its date and source.

From the advertised price lists of 15 firms read on 3 November 2026: works only, from white frame, start at GEL 280 to GEL 442 per m² of flat, median GEL 405. Works with entry or standard materials start at GEL 493 to GEL 890, median GEL 753. Premium packages have a median of GEL 987. The medians are our calculation from advertised "from" prices, not a market statistic. To turn them into a budget for your own flat, use our renovation cost calculator.

What do renovation firms publish per m²?

On 3 November 2026 we read the price pages of 15 firms working in Tbilisi or Batumi. These are advertised examples, mostly "from" prices for the cheapest version of a package, not offers; most pages carry no date. Where three figures appear, they are from black / white / green frame.

We left two firms out of our medians: Arthouse Remont, because its price rises towards green frame, the opposite of every other list, and Stroy Elite, whose page was last changed in July 2024. TrueHomeBuild names no starting frame, so it fits no group. Geometria's Georgian and Russian pages give different starting prices, and BBR's portfolio shows projects outside Georgia. Read the last column first: one "from white frame" figure may include tiles, doors and sanitaryware, another only labour and cement.

How did we work out the medians?

We grouped the starting prices by what each firm says they cover, or by our reading where a page does not say, kept one figure per firm, converted dollar and euro prices at the National Bank's rates for 3 November 2026 and took the middle of five values. Not every all-in price names its starting frame.

Five firms are a sample, not the market: one more could move a median by tens of lari. The lists show no consistent gap between Tbilisi and Batumi. The standard all-in median is about 1.86 times the works-only median, which hints that materials make up close to half of an all-in price. That is an indirect reading across different firms, not a measured share.

How much does each frame step change a firm's price?

Six of the firms we used price more than one starting frame, so the difference shows what the same firm charges for the work between two frames. For the labels themselves, see black frame, white frame and green frame.

Starting from black frame adds plaster, screed and hidden pipe and cable runs, so it costs more. Starting from green instead of white saves little in most lists: a median of GEL 52 per m².

How much more do Tbilisi sellers ask for green frame?

Geostat's residential price index splits Tbilisi new-build asking prices by frame. In the third quarter of 2026 the medians were GEL 3,287 per m² for black frame, GEL 3,752 for white and GEL 4,493 for green, so green frame was GEL 741 or 19.7% above white (our calculation). The index has no turnkey category.

2024449560496523
2025706662814741
2026795706741-

The gap grew from GEL 449-560 in 2024 to GEL 662-814 in 2025 and 2026, while firms charge a median of GEL 52 to take a flat from white to green frame. The two numbers are not the same kind: Geostat compares asking prices of different flats in different buildings, so the gap is not a finishing cost. It is still a warning. When a developer offers one flat in both frames, compare the extra price with a contractor's quote for the same work; our frame comparison for renting out runs that test.

What is a developer's turnkey finish worth in Batumi?

Galt & Taggart priced Batumi new builds in white frame up to the second quarter of 2025, then switched to turnkey prices with back data. Where both series cover the same quarter, from December 2023 to June 2025, a turnkey flat cost USD 218 to 263 per m² more than a white frame one (our calculation). The latest pair, June 2025, gives USD 1,784 against USD 1,547 (G&T's key figure; the report's text differs): a gap of USD 237, or 15.3%. The white frame series has stopped, so no Batumi gap exists for 2026; the latest turnkey price is USD 1,960 per m² for June 2026.

That premium is at or below the low end of what Batumi firms advertise today for finishing from white frame, such as BEST Remont's EUR 180-300 (about USD 202-336, scope not stated) or Geometria's Batumi turnkey job from USD 290. Developer finishes are often basic, so compare specifications before prices; our entry on turnkey renovation lists what a finished flat should include.

What is a square metre of finish made of?

Of the sources we read, only one splits a whole finish into parts: the 2026 guide of remontimartivad.ge, for an economy finish of a 50 m² white frame flat at GEL 18,900 to GEL 26,300.

In this one guide's example, labour is about 42% and materials about 58% (our calculation); it is not a market figure. No firm or official body publishes a labour share.

On a bathroom with, say, 20 m² of tiled wall, the GEL 116 tile instead of a typical GEL 32 one adds GEL 1,680 before labour (our example). An all-in quote means little until you know which products it assumes. Store prices for boilers, radiators and entrance doors are on our building specification page.

  • Home repair prices. Geostat's consumer price subgroup "maintenance and repair of the dwelling" rose 11.9% in the year to October 2026, about twice the 5.9% headline inflation. It is the closest official measure of what households pay for repairs.
  • Building costs. Geostat's construction cost index for August 2026, the latest out by 3 November 2026, shows materials up 0.8% on a year earlier and construction wages down 3.4%. It measures new construction, not finishing.
  • Construction pay. Construction employees earned GEL 3,496.6 a month on average in the second quarter of 2026, 0.8% more than a year earlier. Informal crews are not counted.

So builders' inputs barely moved, while the repair prices households pay rose well above inflation. The indices measure different baskets, and Geostat does not split the 11.9% between materials and services. A quote from last year is likely out of date: ask for a fresh, fixed one.

Do the advertised prices include VAT?

None of the 15 price pages says whether VAT is included (STROYCOM only says it is a VAT payer), and VAT adds 18% to a net price. Three Tax Code rules decide whether a firm charges VAT:

  • Registration. Article 165(1): a taxable person must apply for VAT registration no later than 2 working days after its VAT-taxable supplies in any continuous 12 calendar months exceed GEL 100,000.
  • Rate. Article 166 sets the VAT rate at 18%.
  • Invoice. Article 180(3): a VAT-registered business supplying a final consumer issues a tax invoice at the customer's request.

A firm finishing a few flats a year can pass GEL 100,000 quickly, so many established firms are probably VAT payers, while small crews below the threshold are not (our inference). If a VAT-registered company is buying, see tax on property owned by a company.

  1. Ask whether the firm is registered for VAT.
  2. Ask whether the price per m² includes 18% VAT, and write the answer into the contract.
  3. If the firm is registered, ask for a tax invoice.
  4. Compare quotes only on the same VAT basis.

How long does finishing take?

No official statistic exists, so these are firms' own published terms.

These terms suggest one to two months for a small, simple flat and three to six months for a larger one with a design project. Put the deadline and the consequence of missing it into the contract; Metrix, for example, says it pays if it is late.

How do you compare two quotes per m²?

  • Starting frame. Does the price assume heating pipes and wiring are already in? Our frame explainer shows how much the labels vary.
  • Scope. Works only, with rough materials, or with all materials?
  • Products. Which tiles, laminate, doors and sanitaryware, by brand and unit price?
  • Fixed price. For how long? Arthouse Remont, for example, says its estimate is valid for 60 days.
  • Extras and payments. Are cleaning and debris removal included, and is the balance paid in stages against finished work?

For choosing the contractor and the design, see our guides to a renovation company in Tbilisi and interior design for an apartment, or our renovation and furniture service.

Risks and exceptions

  • Reading a "from" price as the price. It is the cheapest version of a package.
  • Mixing works-only and all-in figures. They can differ by hundreds of lari per m².
  • Forgetting VAT. 18% can change which quote is cheapest.
  • Paying for green frame by the label. Check what the extra price buys.
