What is Isani?
Isani is the left-bank district that runs east from Avlabari, past Isani and Samgori metro stations, to the Navtlughi market and Moscow Avenue. For many buyers "Isani" means the busy area around Isani metro, where Soviet blocks and new towers of 20 to 36 storeys stand side by side, and Navtlughi, the riverside quarter south of the Kakheti Highway with its market and bus station. Prices sit close to the city average, two metro stations are within walking distance of most flats, and new supply is large.
Officially Isani district has three units under Tbilisi City Council's decision No 16-35 of 2014: unit 14, "Zemo Avlabari, Metromsheni", unit 15, "Navtlughi", and unit 16, "Vazisubani, 8th Legion". At the 2014 census 125,610 people lived on its 16.7 km², about 7,522 per km², the second-highest density in the city after Didube. Two parts have their own guides, Avlabari and Vazisubani; this page covers the rest, mainly the Isani metro area, Metromsheni and Navtlughi.
Map and boundaries
Isani district stretches along the left bank of the Mtkvari from Avlabari in the west to Javakheti Street in the east; Isani metro stands where Ketevan Tsamebuli Avenue meets the Kakheti Highway, with Navtlughi to the south towards the river.
Open the mapUnit 15, Navtlughi, is the riverside wedge south of the line formed by Tsernaki Street, Navtlughi Street and the Kakheti Highway; to the east, Javakheti Street, a stretch of Moscow Avenue, the railway and Khmelnitsky Street divide it from Samgori district. Names mislead here: OpenStreetMap places Samgori metro, Samgori Mall, the Samgori bus station and the Navtlughi market inside Isani's Navtlughi unit, not in Samgori district, while the everyday "Isani" around the metro and Metromsheni lie in unit 14. Portals group these areas differently again, so read the street before comparing prices.
Who Isani suits
Suits
- Buyers who want a new flat a short walk from the metro at about the city's average price.
- Long-let investors looking for steady demand near transport.
- Commuters to the airport or Kakheti along the Kakheti Highway.
Does not suit
- Buyers who want low buildings, greenery and quiet.
- Anyone put off by markets, traffic and building sites.
- Buyers looking for historic character, which is in Avlabari.
From medieval Isani to the metro
According to the Georgian Encyclopedia, 11th to 13th century sources called the left-bank quarter opposite Old Tbilisi "Isani"; the name Avlabari took hold in the 14th century, and the modern district has revived the older one. Navtlughi is usually explained as a Turkic name meaning a place of naphtha, and Georgian reference sources say King Erekle II built a fortress there in the 1760s on the road to Kakheti.
The modern district grew with the metro. Isani and Samgori stations were opened in 1971 by Tbilmetromsheni, the metro construction trust, extending Line 1 from 300 Aragveli; Varketili followed in 1985. According to OC Media, Tbilisi's open-air markets, Navtlughi among them, grew in the early 1990s after the collapse of the Soviet economy. In December 2025 the city council named a square by the Kakheti Highway after King Erekle II.
What flats cost and rent for
Galt & Taggart's Isani zone covers the whole district, from Avlabari's old houses to new towers and Vazisubani's blocks, so its average blends very different stock.
| Indicator | Figure | What it covers |
|---|---|---|
| Whole district, new flats | USD 1,407 per m² | July 2026, 414 sales in the month |
| Samgori district next door | USD 1,178 per m² | July 2026, for comparison |
| District median, asking | GEL 4,088 per m² | Geostat, second quarter of 2026, 6th of 10 districts |
| Towers by Isani metro | USD 2,100 to 2,750 per m² | Asking, Navtlughi Street |
| Salosi, Nadirashvili and Moscow Avenue | USD 1,000 to 1,750 per m² | Asking, mostly newer blocks |
| Two-room rents | GEL 1,300 to 1,600 a month | Asking, 50 to 60 m² near the metro and in Navtlughi |
Examples from 21 October 2026: a 3-room 84 m² flat on the 22nd of 29 floors on Navtlughi Street asked USD 230,000, about USD 2,740 per m²; a 2-room 54 m² flat on Holbrooke Street asked USD 87,000, about USD 1,610; a 2-room 59 m² flat on Moscow Avenue a few minutes from Samgori metro asked USD 59,500; and an older 4-room 92 m² flat on Tsuladze Street asked USD 95,000. Rents included GEL 1,560 a month for 50 m² in the Archi Isani complex and GEL 2,080 for 80 m² near Samgori metro.
By our arithmetic the zone's rent of USD 10.2 per m² against its price gives a gross yield of about 8.7%, but that mixes whole-district rents with new-flat prices; test the yield on the actual flat. Compare districts in our page on rents by district.
The towers around Isani metro
Large projects have changed the skyline around the metro. Archi Isani at 1 Navtlughi Street, by Archi, has five blocks of 19 to 26 storeys completed between 2020 and 2024. Isani Park at 8 Navtlughi Street, by White Square, plans five towers of 29 to 30 storeys, two of them due in the third quarter of 2027, with starting prices from USD 1,470 per m². Hisni, by Biograpi, is building two 36-storey towers at 65 to 69 Ketevan Tsamebuli Avenue, less than 200 metres from the metro, due in the fourth quarter of 2028 and starting from USD 1,700 per m². Korter.ge lists 64 projects in the district in all, many on Beri Gabriel Salosi Avenue.
That much building means years of construction traffic and many similar flats competing on resale and rent. Galt & Taggart's data show new permits in Isani falling to about 89,000 m² in the first seven months of 2026, from about 218,000 m² a year earlier. Check each developer with our developer checklist.
Metromsheni and the 300 Aragveli side
North and west of Isani metro, unit 14 takes in Metromsheni, whose name means "metro builders", and the streets around 300 Aragveli station. Here the new projects are smaller: korter.ge listed Axis Avlabari on Bochorma Street from USD 1,550 per m² and Bochorma Street by Index from USD 1,730 on 21 October 2026. OpenStreetMap shows a cluster of clinics on Tsinandali Street near 300 Aragveli, among them eye, ear-nose-throat and cardiology clinics, and Georgian National University SEU nearby. Rents here are similar to the rest of the district: a 30 m² one-room flat on Lech Kaczynski Street asked GEL 1,300 a month, while an older 35 m² two-room flat on Khvareli Street in Metromsheni asked GEL 700.
Getting around
Isani station stands at the eastern end of Ketevan Tsamebuli Avenue, where the Kakheti Highway begins; Samgori station, about 1.2 km further east by our measurement, has entrances on Moscow Avenue and the Kakheti Highway joined by a tunnel. 300 Aragveli is about 1.2 km west of Isani. The Samgori bus station next to Samgori metro is where minibuses leave for Kakheti towns such as Sighnaghi, according to travel guides, and the Kakheti Highway leads east towards the airport.
Ketevan Tsamebuli Avenue west of Isani metro was rebuilt in 2022. We found no rebuild of Navtlughi Street or Moscow Avenue planned for 2023 to 2026. Check bus routes in the Tbilisi Transport Company planner before relying on one.
Markets, shops and services
- Navtlughi market. At 3 Meveli Street by Samgori metro, the tourism portal describes fruit, vegetables, dairy, meat, herbs, a wholesale flower market at dawn and second-hand traders.
- Shopping. Isani Mall with a Carrefour on Navtlughi Street, and Samgori Mall at 2 Moscow Avenue.
- Schools. A 2009 ministry list gives public schools No 74, 83, 85, 95 and 121 in the area; numbers and buildings change, so check the current register.
- Clinics and universities. OpenStreetMap shows Aversi clinics by Isani metro and on Salosi Avenue, and Tbilisi Humanitarian University on Salosi Avenue.
We found no large public park in Navtlughi or by Isani metro; Rike Park is about 2.5 km away by the river.
Density, industry and old buildings
Isani was already the second most crowded district in 2014, and the new towers add more residents around the same two stations. The Tbilaviamsheni aircraft works stands at the eastern edge of Navtlughi, close to the line with Samgori district, and the railway runs through the area; we found no noise or pollution measurements for these sites. We found no record of floods on this stretch of the Mtkvari, no plan to redevelop or move the Navtlughi market and no count of buildings in emergency condition in the district, so ask about the condition of any older block before buying.
Air quality
Isani district has no automatic air station. The nearest, in Varketili, is about 2.5 to 3.5 km east of the Isani and Samgori metro areas by our measurement, and recorded fine particles (PM2.5) of 14.6 µg/m³ in 2024, within the Georgian limit but about three times the WHO guideline. Passive samplers for nitrogen dioxide stand on Sergi Tsuladze Street in Navtlughi and at 80 Ketevan Tsamebuli Avenue, but the city's air plan does not publish their individual results.
Letting in Isani
Two-room flats near the metro and in Navtlughi asked about GEL 1,300 to 1,600 a month, and korter.ge showed 56 daily-rent ads for Isani at about USD 23 to 42 a night, too few to call a short-stay market. A long let close to the metro is the realistic plan for most flats here; our long-term tenants guide explains what renters look for.
